If you have a disability which affects your mobility you may qualify for a 'Blue Badge'.
What is a Blue Badge?
It allows you to park in Blue Badge parking spaces, even if you aren’t the person driving.
Who should apply?
If you meet at least one of the following criteria, you can apply for a Blue Badge:
- You receive the higher rate of the mobility component of the Disability Living Allowance
- You are severely sight impaired (blind)
- You received a score of eight points or more under the ‘Moving Around’ activity of the mobility component of Personal Independence Payments
- You received a score of ten points under the ‘Planning and following a Journey’ activity of the mobility component of Personal Independence Payments which says:
“Cannot undertake any journey because it would cause overwhelming psychological distress to the claimant.
If the applicant did not score this specific 10 point descriptor they can still apply and their application has to be assessed by the local authority.
- You receive a War Pensioners’ Mobility Supplement
- You have had a payment under tariff one to eight of the Armed Forces compensation scheme and are certified as having a permanent and substantial disability likely to last the rest of your life
- You have a severe upper limb disability in both arms and can drive a vehicle, but can’t turn a steering wheel by hand even if the wheel is fitted with a turning handle
- You belong to an organisation that uses a vehicle to transport disabled people
- You have an enduring and substantial disability which causes very considerable difficulty whilst walking.
In this case you will need to answer more questions and possibly undergo an independent mobility assessment to help us determine whether you are eligible. Applications from people with non-visible (hidden) conditions will be assessed by looking at an applicant’s needs. You will need to provide supporting evidence to allow us to determine your application. Having a certain condition or disability does not automatically entitle somebody to a Blue Badge.
Please note: there is no automatic eligibility for those in receipt of other benefits, including:
- ·Disability Living Allowance (DLA) care component
- ·Attendance Allowance (AA)
However, if an applicant receives one of these benefits, they can still apply and their application will be assessed by the local authority.
Children under three may also qualify for a badge if they have a medical condition which means that bulky medical equipment needs to be carried around with them, and / or they need to be near to a car in case they need speedy treatment.
Applicants diagnosed with a terminal illness – If you have been issued with a DS1500 by your doctor or medical team due to your diagnosis and the prognosis of your condition, please contact us to discuss the application process.
Please note, if you apply but do not have a qualifying benefit, you will have to undergo an independent mobility assessment. Please see details in How to Apply.
Applying under the new non-visible (hidden) criteria
Consider applying for a Blue Badge if the applicant has a non-visible (hidden) condition, causing them to severely struggle with journeys between a vehicle and their destination, and either:
- Is constantly a significant risk to themself or others near vehicles, in traffic or car parks
- Severely struggles to plan or follow a journey
- Finds it difficult or impossible to control their actions and lacks awareness of the impact they could have on others
- Regularly has intense and overwhelming responses to situations causing temporary loss of behavioural control
- Frequently becomes extremely anxious or fearful of public/open spaces
Having a certain condition or disability does not automatically entitle somebody to a Blue Badge.
How to apply
If you need to apply for a blue badge, please apply online.
The fee for a blue badge is £10.
Evidence you will need to upload to support your Blue Badge application:
- A passport standard photograph.
- Two forms of identification. One photo ID such as a passport, bus pass or photocard driving licence, and at least one must show your current address and be dated within the last 12 months.
- Your most recent qualifying benefit award letter (within the last 12 months). See the list of qualifying benefits above
Once we have received the relevant documentation and photo from you, we will call or e-mail you to request that you make your payment. Please make sure you fill in your preferred contact details on the application,
If you have lost your Blue Badge or it has been stolen, you still need to apply online. The fee for a replacement Blue Badge is £10.

How long your Blue Badge application will take
We aim to review your application within five weeks of submission. Once you have provided your payment and all your supporting documentation we will then order your badge. You should receive it in the post within seven to ten working days.
We will no longer be issuing renewal reminders. It is your responsibility to check the expiry date on your blue badge and apply for a renewal of your badge in good time.
If you are applying to renew your Blue Badge, the earliest we can order your new badge is six weeks before your current badge expires. You must apply online and provide the documents requested. If you need another blue badge assessment before your badge can be renewed, we recommend that you submit the application form earlier to allow time for the assessment to be completed.
Please Note: Following an increase in applications, there is currently approximately an 8 week wait for Blue Badge desktop assessments (non-face to face). The team at the Centre for Independent Living will review the application and evidence provided, and if necessary may invite you to a face to face Independent Mobility Assessment following desktop assessment. Please ensure sufficient supporting evidence is enclosed with your application to help avoid further delays.
