The UK Chancellor Rishi Sunak announced on 8 July 2020 a £2 Billion Green Homes Grant for England.

Under this scheme homeowners and landlords will be able to apply for a voucher to fund up to two thirds of the cost of hiring tradespeople to upgrade the energy performance of their home (up to a maximum contribution of around £5000). Low income households will be eligible for up to 100% government funding, up to around £10,000.

Details on the accreditations that installers must have to participate in the scheme, and the range of measures that vouchers will be available for were published on 4 August and can be found on the GOV.UK website. Further details on how to apply for a voucher will be announced by the government ahead of the scheme’s full launch in early Autumn.

Voucher scheme

The Green Homes Grants will give homeowners and social/private landlords, vouchers to install one or more of the following measures:

  • Solid wall, under-floor, cavity wall or roof insulation
  • Air source or ground source heat pump
  • Solar thermal

In addition, households can also use their voucher for further energy saving measures, these include one or more of the following:

  • Double or triple glazing when replacing single glazing
  • Energy efficient doors
  • Hot water tank, appliance tank thermostats, heating controls

Householders across England will be able to access advice and support on improving the energy efficiency of their homes from the Simple Energy Advice Service (SEAS). SEAS will suggest appropriate home improvements that householder’s may be able to apply for along with support for funding.

Households will be offered a list of approved TrustMark and MCS registered tradespeople in their local area who are able to carry out the work. Once the works have been agreed vouchers will start to be issued directly to the household from the end of September so that works can commence.
Available measures are split into “primary” and “secondary” categories. Households will need to install at least one of the primary measures below to qualify for funding.
Primary Measures:

  • Solid wall insulation both external and internal
  • Cavity wall insulation
  • Under floor insulation
  • Loft insulation including top ups (e.g. additional loft insulation up to the recommended level
  • Flat roof insulation
  • Room in roof insulation
  • Park home insulation
  • Air source heat pump
  • Ground source heat pump
  • Solar thermal

Secondary Measures:

  • Draught proofing
  • Windows (where replacing single glazing)
  • Energy efficient doors (where replacing doors installed prior to 2002)
  • Appliance thermostats
  • Hot water tank thermostats
  • Hot water tank insulation
  • Smart heating controls
  • Zone controls
  • Thermostatic radiator valves

Secondary measures can only be subsidised up to the amount of subsidy provided for primary measures. (e.g. if a household receives £1,000 for primary measures, they can only receive a maximum of £1,000 towards secondary measures).

Eligibility for the general scheme:

For up to £5000 of funding where the householder pays one third of the cost, the following properties may be eligible:

  • All owner-occupied homes (including long-leaseholders and shared ownership)
  • Landlords of private rented properties
  • Landlords of social sector rented properties
  • Park home owners (for residential sites including Gypsy and Traveller sites)

Example: If a homeowner of a semi-detached or end-terrace installed cavity wall and floor insulation, costing around £4,000, the homeowner would pay just £1,320 – with the government paying £2,680. Doing so could save the owner over £200 annually on their bills and reduce their carbon footprint by cutting 700 kg of CO2 a year from their home alone.
* New-build domestic properties and non-domestic properties are not eligible.

Eligibility for low-income scheme:

Households on low income who are owner occupiers and in receipt of income-based or disability benefits may get 100% subsidy up to a maximum government contribution of £10,000.
Only owner-occupied properties and park homes are eligible and the household needs to be claiming at least one of the following benefits:

  • Income based Jobseekers allowance (JSA)
  • Income based Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Guarantee Credit
  • Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  •  Disability Living Allowance (DLA)
  • Personal Independence Payment (PIP)
  • Attendance Allowance
  • Carer’s Allowance
  • Severe Disablement Allowance
  • Industrial Injuries Disablement Benefit
  • Contribution based Jobseekers allowance (JSA)
  • Contribution based Employment & Support Allowance (ESA)
  • Housing benefit
