Local Development Scheme
As part of the Local Plan, the council must prepare a Local Development Scheme (LDS), which sets out the schedule for the plan's preparation. The LDS has the following roles:
- It provides a starting point for the people of Knowsley to find out about the planning policies for the borough and how they can get involved in the process
- It sets out when and what planning policy documents we will produce as part of the Local Plan
- It sets a timetable for the review of the planning policy documents once they have been prepared

Statement of Community Involvement
Government regulations require the council to consult the community on planning issues. As part of the Local Plan the council has prepared its Statement of Community Involvement (SCI). This explains how we will meet these requirements and where we will seek to exceed them. It will set the standard for future consultations and how we will involve the community in planning issues such as preparing new documents and planning applications.
Knowsley Council adopted its Statement of Community Involvement in March 2017.
As part of the Knowsley Local Plan, we are required to produce an annual Monitoring Report. The main purposes of the report are:
- To review actual progress in terms of Local Development Document (LDDs) preparation against the timetable and milestones in the Local Development Scheme (LDS);
- To assess the extent to which policies in LDDs are being implemented; and
- To explain, if policies are not being implemented, why and set out what steps are to be taken to make sure they are implemented, amended or replaced.
The council is encouraged to carry out continuous monitoring to make sure the Local Plan's spatial vision and objectives are delivered.

Infrastructure Funding Statements
An Infrastructure Funding Statement is an annual public report, which provides a summary of ‘‘developer contributions’’ made and pending during the most recent financial year.
Strategic Housing Land Availability Assessment
The National Planning Policy Framework (NPPF) Paragraph 159 requires local planning authorities to ‘prepare a Strategic Housing Land Availability (SHLAA) to establish realistic assumptions about the availability, suitability and likely economic viability of land to meet the identified need for housing over the plan period’.
The function of the SHLAA is to:
- Identify sites and broad locations with potential for residential development;
- Assess their development potential;
- Assess their suitability for development and the likelihood of development coming forward (availability and achievability).
The SHLAA will therefore provide an up-to-date assessment of housing land supply in Knowsley, to enable monitoring of the implementation of the Local Plan Core Strategy, and to provide evidence to inform decisions relating to land allocations in further Local Plan documents
The first SHLAA (published in March 2010) was carried out jointly with Knowsley, Sefton and West Lancashire Council. Updates for Knowsley were conducted in 2011 and 2012.
